1、企业自我评价：需要符合条件后才能进行申报认定。

2、网上注册登记：初次申请认定的企业，需要在“国家高新技术企业认定管理工作网”和地方高新技术企业认定管理系统上进行注册。

3、网上申请：在注册的管理系统上按照要求填写上传《高新技术企业认定申请书》、《高企认定信息表》等相关资料信息。
